AEDA is passionate about attacting new companies and jobs to Archuleta County. To this end, we not only assist companies in receiving special incentives and tax breaks, but we personally devote time and energy to help companies benefit by relocating or expanding in our area. Archuleta County and the State of Colorado offer several programs to assist businesses that are either relocating to the County or that are already located within the County. Archuleta County & Town of Pagosa Springs Incentives
Both the Town of Pagosa Springs and Archuleta County have adopted resolutions giving direct-based businesses that establish a New Business Facility (as defined in C.R.S. 39-22-508.2) access to personal and real property tax rebates. The amount of rebate is typically up to the increment in real and personal property tax levy in the current year above the levy on the same property in the year prior to the year the enterprise zone was designated. In addition, they have recently passed development and fee waivers and the Town has passed Resolution 2009-20 which includes a series of property, sales, and lodging tax incentives.
Enhanced Enterprise Zone Incentives
Archuleta County is designated as an Enhanced Rural Enterprise Zone, which gives businesses in Archuleta County access to more incentives than those in other enterprise zone areas. The mission of the Colorado Enterprise Zone Program is to provide economic growth and stability to a specific geographical area by offering special tax credit incentives to businesses that expand or locate in the zone. The purpose of the tax incentives is to create new jobs and investments in the zone. These areas or “zones” are created using guidelines which include per capita income and the level of unemployment.
HUBZone Empowerment Contracting Program
The HUBZone Empowerment Contracting Program stimulates economic development and creates jobs in urban and rural communities by providing federal contracting preferences to small businesses. These preferences go to small businesses that obtain HUBZone (Historically Underutilized Business Zone) certification in part by employing staff and businesses in a HUBZone. Because Archuleta County is listed as a HUBZone, companies that maintain a “principle office” and meet the requirements of the HUBZone status benefit from this program. Region 9 Economic Development District
Region 9 Economic Development District of Southwest Colorado, Inc. (Region 9 EDD) is a Colorado non-profit community economic development corporation that promotes and coordinates economic development efforts throughout Southwest Colorado. The board of directors is comprised of 22 directors, 17 members from local government agencies throughout the region and five members that represent the private sector in our five county area. Region 9 EDD serves the counties of Archuleta, Dolores, La Plata, Montezuma and San Juan, and the cities and towns within those regions, as well as the Southern Ute Indian Tribe and the Ute Mountain Ute Indian Tribe. The district administers state and federal programs for economic development such as:
- Business Revolving Loan Fund
Offers a low interest revolving load fund for “gap” financing to assist small business retention, expansion and job creation.
- Micro-Enterprise Loan Program
Assists small businesses with short-term (up to 5 years) capital needs of less than $100,000. Technical assistance grants of $5000 maximum are also available in conjunction with the micro-enterprise loan.
- Women Business Owner Micro-loan Program
In cooperation with the Women’s Resource Center, Region 9 offers a micro-loan program for women small business owners as well as women who are thinking about starting a business. Loan amounts will range from $500 to $5,000. Call 970-247-1242 for an application.
